SPFY ME! collects nothing. Not your name, not your email, not an identifier, not a crash report, not a play statistic. There is no account to make and nothing to opt out of, because there is nothing running that could be opted out of.
One save file, on your own machine, containing your points, which beaches, upgrades and bottles you have unlocked, the swimsuit and figure you picked, the current season, which of the game's one-off tips you have already been shown, and whether you want Celsius or Fahrenheit. That is the whole file. It never leaves the device.

Delete that file and the game starts over. That is the whole of the data deletion procedure, and you do not need to ask anyone to run it.
If you buy the game on Steam, Valve processes your purchase and knows you own it — that is between you and Valve, under their privacy policy, and none of it is passed to me beyond the anonymous, aggregated sales figures every developer sees in their dashboard. Those contain no personal data and I could not identify a player from them if I wanted to.
The game does not use Steam Cloud, Steam leaderboards, Steam achievements or the Steam friends API in its first release. If any of that changes, this page changes with it and the date at the top moves.
martinez.sh uses Google Analytics to count page views. That is the site, not the game. Block it if you would rather; nothing here depends on it.
The game is suitable for all ages and collects no data from anybody, which includes children. There is nothing to comply with because there is nothing collected.
